I've never had this issue on android or iOS, have you tried re-installing? Also, are you sure the "Ding"s are coming from Outlook? Are there any other apps installed that could be causing a conflict or affecting your notifications otherwise?
Is the phone rooted or otherwise altered from the default rom? What phone model is it? What version of android? And of course, the nuke it from space option, have you tried doing device recovery and formatting to factory defaults? Exciting, isn't it?
